Description:

The City of Lewiston will renovate an existing building in historical downtown Lewiston and open a new main library in the building for the citizens of Lewiston. The Library Board of Trustees is seeking a qualified firm to provide necessary architectural plans for this project.

Project Description
The building under consideration is located at 5th and D Street and is 51,629 square feet on three floors, including the basement. The buildings oldest sections are circa 1900, with later combinations of three separate structures and multiple additions. According to the city building official, the earliest map found (1909) indicates the building uses were first floor mercantile and second floor apartments with a “D” Street stairway access. This accounts for multiple floor levels and dissimilar construction materials. As this building is within the boundaries of the Lewiston Historic District, any exterior plans must be approved by the Historic Preservation Commission. The current occupancy to this building is “M” mercantile and the proposed use will be “A-3” assembly. The building will be required to be brought into compliance with the 2009 International Existing Building Code.

This request is for a phased project with the first phase of remodeling approximately 30,000 square feet scheduled for completion by the end of 2012, with an option to expand to 45,000 square feet in the near future. Consideration of a phased building approach along with the possibility of leased retail space is important. The current funding allocation for construction costs is $3.7 million, which includes fees and construction contingencies, plus additional funds for furniture and equipment. The building has already been purchased by the City of Lewiston.
