2014 CAPER Public Hearing Notice and Request for Comments

The City of Lewiston requests your input about the success of the eleventh year of the City's Community Development Block Grant (CDBG) Program. Each year the U.S. Department of Housing and Urban Development (HUD) provides funding to cities for housing and community development programs. To continue to receive these funds, the City of Lewiston must publicly review the accomplishments of each year's Action Plan in its Consolidated Annual Performance and Evaluation Report (CAPER). The program year 2014 CAPER will cover the outcome and accomplishments of the City's CDBG program from August 1, 2015 to July 31, 2016.

At the Lewiston City Council meeting on Monday, October 26 at 6:00 p.m., City staff will review the accomplishments of the following activities programmed for PY2014:
ADA Access Ramps and Sidewalks
ADA Library Accessibility
Wedgewood Terrace Rehabilitation
Veteran Mentors Group
2014 Administration

You can participate in this process by attending the public hearing before the Lewiston City Council at the Lewis-Clark State College Library Telecommunications Classroom (wheelchair accessible), 500 8th Avenue, Lewiston, Idaho.

The meeting will be televised. If you require special services to participate, such as translation or handicapped access other than wheelchair accessibility, please call Tanya Brocke at (208)746-1318 x 7265.

You may also comment by sending an email or letter to the address below. This information will be available for public comment from October 12 to October 26, 2015 and may be found at the city's website.

2015-16 Action Plan and Public Comments Needed!

2015-16 Action Plan -- Request for Comments

 The City of Lewiston will submit its Program Year 2015-16 CDBG Action Plan to the Department of Housing and Urban Development (HUD) on June 17, 2015, to program $195,985 in Community Development Block Grant funds. A public hearing will be held at the Lewiston City Council meeting on Monday, June 8, at 6:00p.m. at the LCSC Library Media Classroom, 500 8th Avenue, Lewiston. Public comment is invited. The 30-day comment period runs from May 18, 2015 through June 16, 2015. Please submit comments in writing to Tanya Brocke, PO Box 617, Lewiston ID 83501, or via e-mail to

New activities proposed for the 2015-16 program year are as follows: 

$120,000       Acquisition: Family Promise of Lewis Clark Valley, Inc. has requested CDBG assistance to purchase a duplex or fourplex for homeless families transitioning into permanent housing.

$  75,000        Public Facilities and Improvements: The Lewiston-Clarkston Partners Habitat for Humanity has requested CDBG assistance to complete infrastructure improvements on a .95 acre of land to be subdivided into five lots for 5 new low income houses.

$       985        2015 Admin: Reimbursement of expenses related to the administration of the CDBG program.

In the event one or more of these projects do not fund, or fund in a lesser amount, the City will continue with sidewalk construction in income qualified areas.
