WHERE THE MONEY GOES
Each year, the City Manager with staff assistance, prepares and presents to the City Council a budget for approval. After analysis and receiving public input, the City Council adopts a budget for the upcoming year. By state statue only one-year budgets may be approved at one time; however; to enhance planning for the City, two-year budgets are prepared along with a five-year financial plan. The largest consumers of the budget are the General and Enterprise funds. The General fund consists of several city functions including public safety (Police & Fire services) along with Administrative and Community Development departments.
The Enterprise funds are comprised of the City’s utility functions: Water, Wastewater, and Sanitation, along with the City Golf Course.
A large portion of the budget is spent on Transportation and Airport services. This includes all expenses for the repair and maintenance of the City’s infrastructure, which includes long-lived assets such as roads and bridges. In addition, the City provides financial support and grant management for transit operations.
The remaining expenditures are spent on Capital fund projects and to support Recreation, Library, and Cemetery services. The following graphs and tables are presented to assist citizens with knowing where their dollars are being spent.
