Planning and Zoning
The Planning Services Division is responsible for the preparation, administration, and updating of the Comprehensive Plan, as well as area plans, both short and long range. The Division evaluates specific development plans for conformance to the adopted Comprehensive Plan and provides technical advice to the Planning and Zoning Commission and City Council on planning issues.
The Planning Services Division is responsible for administering the Zoning Ordinance of the City by providing information to the public on land use issues, processing all land use applications for zone changes, comprehensive plan amendments, variances, conditional use permits, and sign permit. The Division reviews all building permits for conformity to the zoning ordinance and are advisors to the Planning and Zoning Commission on land use applications.
The Planning Services Division is responsible for grant preparation and administration of the HUD CDBG Entitlement grant, EDA and other grants, and for ensuring conformance with contract provisions. Included in these grants are those for housing rehabilitation, economic development, and infrastructure improvements.
This Division works with land owners and developers through the subdivision process with administrative and full plats. Subdivisions are the primary method of creating new building lots in the City.
Planning staff also provides assistance to a variety of other Boards and Commissions including the Lewis Clark Valley Metropolitan Planning Organization, Beautiful Downtown Lewiston Revitalization Inc., and the Historic Preservation Commission.
