No owner or custodian shall permit any animal owned by him or under his control to run at large in or upon any street, lane, alley or on any public property, vacant lot, or unenclosed private property not the property of the owner.
Any animal found running at large may be taken up and impounded.
A cat shall not be deemed to be at large unless it is causing, or is a nuisance, or has been complained of or is sick or injured.
No owner or custodian shall permit any animal owned by him or under his control to be upon the premises of another within the city without the consent of the owner of such premises.
