Sec. 8-9. Animal protection – Cruelty, killing and otherwise mistreating animals.
It is unlawful for any person to maliciously kill, maim or wound an animal, the property of another, or for any person having the charge or custody of any animal, to subject any animal to needless suffering or to inflict any unnecessary cruelty upon the same; or, in any manner, to abuse an animal or fail to provide the same with proper food, drink, veterinary care, shelter or protection from the weather; or to cruelly drive, ride or otherwise use the same when unfit for labor. No person shall intentionally annoy, harass, or taunt any confined animal within the city. No person shall kill or injure any wild birds within the city; provided however, this section shall not apply to the destruction of English sparrows, starlings and feral pigeons.
