CITY MANAGER IN ACTION

The City Manager is responsible for facilitating a democratic and effective municipal government by responsible elected officials through the practice of professional public management.

It is a privilege and an honor to serve the City of Lewiston in the capacity of City Manager. Those of us engaged in public service believe that good government is a right our residents should expect and we strive to be worthy of your trust.

Because we work for the public with public monies, the City of Lewiston has adopted numerous policies, procedures and code provisions that set forth operational rules to guarantee fairness, equal opportunity for all, and a public accountability both in finances and personal behavior. Those rules set forth a framework within which we provide public services. A partial listing of these policies includes:

Those of us who have been part of government service over the past decade view with alarm the lack of trust that is often attributable to government at all levels. American government has been the best system of government in the world for the past 200 years and our challenge is to promote citizen responsibility and gain public confidence. Your 251 employees in the City of Lewiston are committed to good government, a government that listens to it's citizens and treats them with respect. We believe in open and accessible government that welcomes citizen participation and strives to treat our citizens and co-workers with dignity, respect, and fairness. We are human, however, and occasionally fall short.

Jay Krauss

These are a few of Jay's functions as the City of Lewiston's Manager:
  • Is appointed by the City Council solely on the basis of his or her executive and administrative qualifications;
  • Serves as the Chief Administrative Officer (CAO) of the City and is responsible for carrying out the policies and laws passed by the City Council;
  • As CAO of the City, the City Manager is responsible for making all personnel appointments, supervising the work of all departments, enforcing the laws and ordinances of the City, preparing and recommending the annual operating budget to the City Council for approval, administering the day-to-day business of the City; and
  • The City Manager attends all meetings of the Council and is responsible for making recommendations to the Council as he may deem necessary or expedient for the benefit of the public.
