STRATEGIC PLAN
The strategic plan for the City of Lewiston was developed in 1996 and has been updated annually since that time. The purpose of the plan is to set forth long-term goals for the City of Lewiston and identify objectives which will aid us in fulfilling these goals. We
believe strategic planning is beneficial for Lewiston in the following ways:
- it allows us to make wise use of limited resources;
- it assures continuity from year to year;
- it sets forth a process for achievement of goals and objectives;
- it allows us to match long-term programs and growth with the infrastructure necessary to support them; and
- it assists us in making better informed decisions.
The Strategic Plan is a dynamic document which needs to be flexible to meet changing conditions and priorities. It is a document which must reflect the priorities and culture of our City, as expressed through our local officials, and a document which focuses our energies on a vision and holds us accountable.

- Reduce the overall tax burden by identifying opportunities for privatization, consolidation, cooperation and partnering in pursuit of reduced cost.
- Implement operational efficiencies and internal waste identified through an Employee Suggestion Program.
- Promote alternative revenue sources to the property tax.
- Improve the interaction of the City Council, City Manager and Department Directors
