Safe Community Offender Accountability Program (S.C.O.A.P.) S.C.O.A.P. is a partnership between the Lewiston Police Department and the District 2 office of the Department of Corrections, Probation and Parole. It is an acronym which stands for Safe Community Offender Accountability Program. Officers of the LPD and from Probation and parole work as a team to assure that persons on probation are meeting the terms and conditions of their respective probation. This is accomplished through home visits, bar checks, surveillance, community contacts and team meetings with offenders.
This program, and the teams that are out in the community, are intended to be highly visible. It is the hope of the Lewiston Police Department that by encouraging offenders to meet the terms and conditions of their probation we are in fact helping them, their families and especially the children affected as often times they are at-risk. In addition, this innovative team approach should effectively reduce the re-offense rate, at least in the City of Lewiston. Each year the U.S. Army Corps of Engineers contracts with the City of Lewiston Police Department to provide police patrol of the levee system. While the presence of a uniformed officer has a deterrent effect on criminal activity, the patrol is more of a pubic relations role. It is up to the individual officer whether he or she patrols the levee on foot or on a specially equipped police bicycle. The day shift patrol Sergeant (supervisor), is responsible for scheduling the patrols which includes added coverage on holidays, during special events and during hours the levee system is most frequented. |
