WASTEWATER IMPROVEMENT PROJECTS
2007 Sanitary Sewer Rehabilitation Project (In-house design) (Scott Macey, PE) – Several candidate projects have been discussed and inspected by video camera, and staff is working with sewer personnel to determine the highest priorities. It is planned that a portion of the system in the 700 block of 4th Street will be renovated by in-place replacement in the month of June.
Wastewater Collections Garage (Alannah Bailey, EIT) – Maintenance and Collections section of the Wastewater Division needs additional space to park work trucks out of the elements. They have requested design for a four bay garage that will house average size trucks, none of their equipment or larger trucks/vans. This garage will not have an office space. The building will be located on 31st Street North on City property across the street from the Maintenance & Collection office. Adjacent property owners have expressed concern for the loss of what they believed to be shared parking per an easement. Dave Six, Water/Wastewater Services Manager, has explained that there was an agreement in place that stated the property in question was to be used for shared parking. This agreement had a time frame associated with it, and the time expired a few years ago. Property corners have been located and initial topographic mapping is complete.
SOLID WASTE IMPROVEMENT PROJECTS

24th Avenue Water Main Improvements (Scott Macey, PE) – The Water Division intends to construct a new water line in the 1400 block of 24th Avenue and replace a line in the 2400 block of 15th Street. The proposed work will improve the reliability of the adjacent water distribution system and improve the fire flows available to the neighborhood. A geotechnical investigation was performed in early December 2006. Rock lies under the majority of the work. It is anticipated that this project will be constructed under contract in summer 2008.
STREET & STORM DRAINAGE IMPROVEMENT PROJECTS
Snake River Avenue/South Way Intersection Reconstruction Project (Horrocks Engineers, Nampa, ID) (Alannah Bailey, EIT) – The City has decided to pursue the roundabout alternative as an option. The roundabout option was presented to City Council on August 14, 2006. City Council did not voice opposition about this option; therefore, the project will proceed with the roundabout being the preferred option. Comment period for the EA is over, Horrocks Engineering has incorporated the comments into the EA and sent it to FHWA & ITD for final approval. A preliminary contract with Horrocks Engineering has been negotiated with LHTAC for the final design of the intersection. Final design will not include final PS&E, this will be completed in FY 2012. Funding for the intersection portion of this project is approved and has been moved to a fiscal year. Intersection construction is funded for FY 2013. With approved plans, specifications, and cost estimate, we can advertise for bids in FY 2012, which allow construction to start at the beginning of FY 2013. Additional ROW will need to be dedicated in accordance to Federal requirements before plans can be approved.
Snake River Corridor Enhancement Project (Alannah Bailey, EIT) – Initial cost estimates are being developed for 1200 LF of curb, gutter, and sidewalk along Snake River Avenue and a 60-foot underpass below Snake River Avenue for pedestrian access from Bryden Canyon Road and Country Club Drive to the Snake River Levee greenbelt. This project was incorporated into the Parks & Recreation Department’s South Gateway Enhancement Project. The project is funded for construction in FY’09. City engineering services are a match for this project to design curb, gutter, sidewalk, and the underpass. Design work needs to be completed in FY 2008 to allow for bidding. Ed George and the IDC inmate crew will be used for the sidewalk portion of the project. Riedesel has prepared a concept report outlining alternative designs, including do nothing, at grade crossing, and the underpass option. ITD approved the concept report with the underpass option as the preferred alternative. ROW negotiations are underway with the landowner in the vicinity of the underpass. The City and/or County will need ROW dedication for the sidewalk, asphalt path, and underpass. Parks and Recreation accompanied by Engineering has met with the Nez Perce County Commissioners and Road Department staff. Commissioners and staff approve of the project. Concerns expressed were for traffic control and limiting delay on Snake River during construction.
23rd Street Reconstruction (Alannah Bailey, EIT) – Keltic Engineering is under contract to provide construction management and improvement plans for the reconstruction of 23rd Street from 16th Avenue to the beginning of the north end of 23rd Street extension. Included in the contract, Keltic will evaluate and design improvements for the intersection of 23rd Street and 16th Avenue and the intersection of 16th Avenue and 21st Street. Funding for 23rd Street has been carried over from FY 07 to FY 08. Funding for this project comes from the City of Lewiston and the Nez Perce Terrance PUD in conformance with the PUD agreement. Nez Perce Terrace PUD will be supplying and place the base rock for the road. 23rd Street reconstruction is under construction and scheduled for completion in mid-August.
Street Drainage Improvements (Alannah Bailey, EIT): –20th Street and 8th Avenue Design – The Street Division has requested Engineering to design improvements to the storm system at 20th Street and 8th Avenue. This area is believed to contribute to 21st Street and Idaho Street drainage. A material list has been requested. Initial topography is complete. This project is on hold until further notice. –Bailey Drive Storm Drainage – The Street Division has requested a design for construction of storm drainage along the east side of Bailey Drive to carry water from House #130 to the storm system at the intersection of Vineyard Drive and Vineyard Avenue. Initial topography is complete. –Hatwai Road & Panorama Drive Drainage – The Street Division has requested Engineering to provide a design to capture storm water runoff from Panorama Drive to prevent if from washing through commercial property downgrade. Suggested alternative is to construct a large area drain in the NE corner of the intersection and pipe water across Panorama Drive west into ITD’s old asphalt stockpile site. This alternative has been discussed with ITD and been given verbal approval. ITD offered to blade the ditch line along the N side of US 12/95 to carry water to the E if the city can confirm that the ditch can be graded to drain into the culvert running across the highway without exposing utilities buried at that location. Design is complete and under review. The ditch on US 12/95 has been staked and City-owned electrical lines have been marked. The only conflicting utility is the electrical. It is suggested that the City Traffic Services have staff on-site during the blading operation to help prevent or respond to any damage to the line.
3rd Avenue North and 28th Street North Corner Reconstruction (Alannah Bailey, EIT) –Survey and preliminary design for the 3rd Avenue North and 28th Street North corner reconstruction project is complete. The project proposes to create frontage improvements at Wilbert Precast and widen the street to accommodate the off-tracking of large trucks. A regulator station must be relocated by Avista Utilities at company expense. Linda Gonzalez with the USACOE has been sent a copy of the project plans. USACOE property borders the south side of this project and the storm system discharges to a USACOE drainage pond. Linda Gonzalez has forwarded the City a copy of the reserved easement and right-of-way for street and utility in relation to this project. USACOE does not require involvement in this project, but would like to be updated on any changes to the plans. ROW acquisition has been signed by Wilbert Precast and city council has approved it. Avista utilities relocated their regulator station and a utility pole near the intersection of 4th Avenue and 28th street to allow for the curb, gutter, and sidewalk. Project phasing and cost estimates are currently in progress. Ed George and the IDC inmate crew will complete construction of the curb, gutter, sidewalk, and storm water. Road grading and paving will be constructed by the Public Works Street Division or contracted out.
Safe Routes to School Sidewalk Project on Warner Avenue, 6th Street east to 4th Street – (Scott Macey, PE) – The State/Local Agreement has been approved by the FHWA for funding. This is a joint project with the School District and fully reimbursable with Federal funds located at McGhee School on Warner Drive. The School District will complete the noninfrastucture components of education and encouragement for kids to walk and bike to school safely and the City is constructing a sidewalk. An environmental review is being undertaken by ITD personnel; upon completion of the review, the project will be started. Environmental review work is a lengthy ITD process. It is anticipated this work will begin in late summer.
Safe Routes to School Sidewalk Project on Burrell Avenue, 10th to 11th Streets – (Scott Macey, PE) – The City partnered with Centennial Elementary and the Boys and Girls Club of the LC Valley for this project. The application was successful in being awarded $50,000 for sidewalk improvements and $5,000 for education, encouragement, and evaluation components to be completed by the school and club. This is a FY 09 project.
Safe Routes to School Sidewalk Project on 14th Street – (Sandi Hagemann) Letter of intent was submitted to ITD for a project to be partnered with McSorley Elementary. This is for FY 10 project funding. Applications are due to ITD - Boise at the end of August 2008.
Lewiston Signal Timing Study/Capital Improvements to Upgrade Signal Controllers (Scott Macey, PE) – The City applied for and received a CMAQ grant to institute the capital projects recommended in the Signal Timing Study. The project is funded for construction in 2008. The bid was awarded to Coral Sales Company of Milwaukie, OR, for a total bid of $250,768.15. The Contract is being prepared for the bidder’s signature.
