21st Street Fiberseal Project

Project Description

As outlined in the 2020 Transportation Plan and every succeeding Transportation Capital Improvement Plan (CIP) annual update since, 21st Street is a major thoroughfare in need of attention. A full reconstruction of 21st Street is a necessity but until funding can be obtained, the City will be proceeding with a preservation project to provide a temporary (10-year) solution. 

The City Council approved the design phase of this project in June 2023. On Monday, September 11th, City Council approved the agreement with VSS International, Inc. for the construction phase of this project.

Construction Phase I & II - Overview

The project generally includes reconstruction of pedestrian ramps to meet ADA standards, sidewalk infill, pavement patching, new stormwater manholes, and fiberseal of the pavement.

When will construction begin?

Construction began Monday, September 18th with hours of operation generally between 6:00 AM to 7:00 PM. 

As with all construction, unforeseen conditions may occur which could alter schedules. If that happens, we ask for your cooperation and patience.

Where will construction be taking place?

The construction will occur along 21st Street between 7th Avenue and Nez Perce Grade.

How will I get where I need to go?

Phase I will require lane closures, but will not require road closures. Phase II is currently planned to be completed as night work and will require road closures.

Motorists and pedestrians should anticipate delays as the work is completed but all properties will remain open and accessible.

Check with the Transit Department for any changes to routes as a result of this construction.Preliminary traffic control and utility locates on September 13, 2023 along 21st Street.

How will I be notified?

On September 7, 2023, the Public Works Department issued a press release to media outlets providing an overview of the project, the presentation to City Council for approval of the construction contract at the September 11, 2023 meeting, and notice of the Public Outreach Meeting.

On September 8, 2023, letters reiterating the information provided via the press release were mailed to the impacted property owners and tenants along 21st Street between 7th Avenue and Nez Perce Grade.

On September 14, 2023, a Public Outreach Meeting was held at the Sunset Park Shelter from 5pm to 6pm where City staff and Keller Associates, the consultant contracted to provide Owner's Advisor services, were available to answer any questions or concerns citizens had about the project.

Project Costs Broken Down

This project is funded by Fiscal Year 2023 Street Preservation budget as well as prior year reserves.

  • Owner's Advisor (OA) Services: $62,120 - Approved by Major Johnson on February 23, 2023
  • Design/Build Services: $434,500 - Approved by City Council on June 26, 2023
  • Construction Services: $2,050,816 - Approved by City Council on September 11, 2023
